요약1	이 논문은 2013년 순천시에서 열린 2013순천만국제정원박람회 개최구상이 지역정책으로 구체화되는 과정에 대한 특징과 영향요인을 고찰하였다. 정원박람회 개최구상의 정책화 과정은 제1단계(1992-2002)인 순천만 보전운동 태동기, 제2단계(2003-2007)인 순천만 자연생태공원 조성기, 제3단계(2008-2010), 정원박람회 개최구상 정책화 및 박람회 유치기, 제4단계(2011-2013)인 박람회장 조성 및 박람회 개최기 등으로 구분되었다. 정원박람회 정책화 과정에는 많은 사회·정치적 요인들이 복합적으로 작용하였지만, 순천만 존재와 순천만 보전을 위한 시민운동, 광양만권에서 중심도시를 유지·강화하려는 순천시 도시발전전략, 도시정책 연속성을 유지한 지자체장과 지역사회의 리더십, 인접한 여수시와의 연대와 경쟁의식 등이 중요한 동인으로 작용하였다. 또한 메가 이벤트 개최를 통해 순천시는 도시이미지 개선, 순천만정원이라는 공공재 확보, 환경을 중시하는 도시정책을 추진한 지역사회의 리더십 구축 등에서 일정한 성과를 확보한 것으로 평가받고 있다.
요약2	The objective of this paper is to investigate both the processes of regional policy and their determinants of the International Garden Exposition Suncheon Bay Korea 2013(IGEXPO 2013). IGEXPO 2013 was held in Suncheon from April to October 2013, and almost 440 million tourists visited to IGEXPO 2013. e processes of regional policy of the IGEXPO initiative were divided into four stages; the first stage from 1992 to 2002 was a beginning of conservation movement for Suncheon Bay; the second stage from 2003 to 2007 was a constructing of natural ecological park of Suncheon Bay; the third stage from 2008 to 2010 was a beginning of IGEXPO initiative and a conrming of the IGEXPO 2013; the four stage from 2011 to 2013 was a preparing and holding of IGEXPO 2013. e major determinants related to regional policy development process of IGEXPO initiative are the population n movement for Suncheon Bay, the rergional development strategy for central city in Gwangyang Bay area, the leadership for continuity of regional policy oriented to environmental and ecological city, and the cooperation and competition relationalship with neighboring city, in particular Yeosu city and 2012Yeosu EXPO planning. IGEXPO 2013 has been evaluated as having some performances such as the enhancement of city image, establishment of city park as a public goods, and formation of community leadership promoting continuous urban policy for environmental & ecological city.
