전 세계적으로 가속화되는 도시화는 인구의 집중화와 한정된 자원의 과도한 소비를 초래하였으며, 이러한 문제 해결 방안으로서 지속가능한 도시시스템 구축의 필요성을 강조하는 추세이다.스마트시티는 이러한 흐름의 중심에 있으며, 이를 실현하기 위해 다양한 분야에서 연구가 진행되고 있다. 도시설계 측면에서도 스마트시티 구현을 위해 추진하고 연구가 증가하고 있는 추세이며, 실질적인 프로젝트로 진행되고 있는 사례도 증가하고 있다. 하지만 스마트시티에 관한 이론적 연구는 활발하게 진행되고 있으나, 이를 실현하기 위해 프로젝트에 적용할 수 있는 스마트시티만의 계획기법 연구는 미흡한 실정이다. 이에 본 연구는 스마트시티 마스터플랜 계획기법 분석을 목적으로 하고 있다. 이를 위해 러시아 이르쿠츠크 주정부가 추진하는 바이칼스마트시티 마스터플랜 계획내용 분석을 진행하였으며, 다음과 같은 결론을 도출하게 되었다. 첫째, 스마트시티마스터플랜 수립 과정은 기존 마스터플랜의 수립과정보다 세분화 되어야 할 필요성이 있다. 둘째, 스마트시티 마스터플랜 계획 시 각 계획 항목에 대해 유연한 접근방법이 필요하다. 셋째, 스마트시티 구현 목표를 실현하기 위한 기후, 인프라 및 공간계획에 대한 다양한 접근방법이 진행되어야 한다. 이를 통해 혹한기 기후대인 시베리아지역의 특성을 고려한 바이칼스마트시티의 목표를 구현할 수 있는 특화된 마스터플랜 계획기법을 재정립하고 향후 진행되는 스마트시티 마스터플랜 계획에 기여하고자 하였다. |

Globally accelerated urbanization has led to excessive consumption of limited resources and high population concentration. This highlights the necessity of establishing a sustainable urban system as a solution. Smart Cities, suggested as one of the promising solutions, has been under study in various fields. Moreover, there is an increasing number of both studies and projects in the planning practice of urban design. While theoretical studies on Smart Cities have been actively investigated, however, research on planning methodology is insufficient. The purpose of this study is to analyze the planning methodology for Smart City Master Plan. The case study of the Baikal Smart City Master Plan for Irkutsk Oblast in Russia was investigated. The results are as follows. First, the process to prepare the Smart City Master Plan should besubdivided. Second, a flexible approach to each planning item is required in the planning process. Third, holistic approaches to climate, infrastructure, and spatial plans should be considered in order to achieve the goals of Smart Cities. This study has its significance in redefining the master plan and planning methodology for “Baikal Smart City”, which takes into account the Siberian climate, thereby contributing to future plans for Smart Cities. |
