The UK implemented an empty homes policy in 1997, resulting in the lowest number of empty homes in 2016. In this study, we analyze the empty homes policy and cases in the UK and discuss future directions and implications for the empty homes policy in Korea. The increase of empty homes in the UK had been recognized as a social problem and related policies were introduced and changed as the ruling political party changed. While the focus of policy was on demolition in the labor government of 1997-2010, it was on recycling in the coalition government of 2010-2015. Since then, the government scaled back its support in mid-200s, as the number of empty homes decreased. As a result, the number of empty homes has been on the rise again since 2017. The UK¡¯s empty homes policies can be categorized into four types:¡¡administrative support, institutional support, tax support, and financial support. Five cases of empty home maintenance projects were examined in the four types. In the UK, local governments lead the maintenance of empty homes under the institutional and financial support of the central government, and various civic organizations participate in recycling empty homes, including supply of rental housing and utilization of working space. This has implications for the empty homes policy in Korea. |
