This study investigates the extent to which a Rural Living Hub Development Project, initiated through a bottom-up planning approach based on resident demand, was implemented as planned. Focusing on Donggang-myeon in Naju, South Korea, the study compares the original development plan with completed outcomes at the subproject level, including facility construction, street improvement, and capacity-building programs. While most subprojects were implemented as intended, some were modified or omitted due to overlapping efforts and local constraints. The findings underscore the value of bottom-up planning in reflecting community needs, while also highlighting the importance of institutional support and feedback mechanisms for effective execution. The study provides practical insights into strengthening the plan?implementation linkage in rural development projects. |
