본 연구는 델파이 기법을 활용하여 ?경관법? 제정 이후 활용된 다섯 가지 정책 추진 수단(경관계획, 경관위원회 및 심의, 경관사업, 경관협정, 행정조직)의 성과와 한계를 분석하였다. 연구 결과, 각 추진 수단은 지역 경관 향상과 국민 체감도 제고에 일부 기여하였으나, 지속적인 실효성을 확보하는 데는 한계가 있었다. 경관정책의 효과적 추진을 위해서는 추진 수단 간 유기적 연계와 법?제도적 기반이 필수적이며, 특히, 지역 특성에 부합하는 맞춤형 정책의 추진과 중앙정부와 지방자치단체 간 정책 격차 해소가 필요함을 확인하였다. 아울러 장기적인 경관 관리를 위해체계적인 예산 확보와 재정 지원이 뒷받침되어야 하며, 주민 참여와 교육을 통해 경관에 대한 사회적 인식을 확산시키는 노력이 요구되었다. 본 연구는 경관정책 실행의 제도적?정책적 개선 방향을 제시하고, 정책 설계 및 입안 주체에게 참고 자료를 제공함으로써 경관정책의 실효성을 높이는 데 기여한다. |

This study analyzes the achievements and limitations of five policy implementation tools? landscape plans, landscape committees and reviews, landscape projects, landscape agreements, and administrative organizations?utilized since the enactment of the ?Landscape Act? using the Delphi method. The findings reveal that while these tools have contributed to improving local landscapes and enhancing public satisfaction to some extent, they face challenges in ensuring sustainable effectiveness. Effective advancement of landscape policies necessitates organic coordination among these tools and a strong legal and institutional framework. In particular, it is essential to implement customized policies that align with regional characteristics and to address policy gaps between the central and local governments. Moreover, systematic budget allocation, financial support, and efforts to raise societal awareness through public participation and education is necessary for long-term landscape management. This study provides institutional and policy-level recommendations, offering practical insights for policymakers to enhance policy effectiveness. |
