Though most Southeast Asian countries recently initiated propulsion of government-level information technology(IT) plans, they do not seem to make equivalent efforts to exploit ITs to alleviate their chronic mega-urban problems including housing and environment, and thus presumably aggravating ¡®new urban polarization¡¯ in terms of digital divide(DD). In this vein, the study attempts to explore how to accommodate ITs for upgrading of urban informal settlements in Southeast Asian megacities, particularly in Bangkok Metropolitan Area(BMA). Based upon literature review, Section II discusses the interactions between electronic spaces and urban places, and their four major effects, viz., physical-developmental synergy, substitution effect, generation effect and enhancement effect. The section also elaborates, by employing ¡®cumulative causation model¡¯, how level of digital divide could be aggravated unless ITs are actively injected into the settlements of ¡®the have-not¡¯ residing in informal settlements. Size and role of urban informal sector and their settlements¡¯ characteristics are provided in Section III. As a realistic IT-accommodation strategy for informal settlement upgrading, the first half of Section IV analyzes the settlements¡¯ dynamics and possible role of ITs, and then suggests setting up Community Information Centers(CICs) as a community-based interface between electric spaces(ITs) and urban places (informal settlements). |
