요약2	Recently lots of municipalities apply for the endowment & concession project through the participation of private sectors as instrument of local development and refurbishing project. This endowment & concession project is an instrument for efficient land use and management reducing the financial burden of municipalities. In this study 3 development projects are surveyed: a concession project of Incheon university & urban development of Dohwa district, the one of correctional institution of Youngdeungpo, and the one of Jeonju 35 division. The characteristics of the endowment & concession project are summarized as follows: firstly a plan and development can be simultaneously accomplished over 2 sites. Secondly the planers and developers can secure a planning period sufficiently for the development of concession site. Above all the financing of private sectors allows fund making simply without financial burden of public sectors. Despite this project has some problems. So in this study we want to suggest some institutional improvements of the endowment & concession project. First, in order to reduce social and regional conflicts, resident consultive groups should take part in the project from the beginning. Second, an organ of consultation for the optimal development estimation and an plan guideline should be set up, for the increased amount of project cost according to the replan is a levy of planers and developers. Third, for some years ahead lots of public facilities become superannuated and redevelopment projects will last. It means the role of the endowment & concession project will be strengthened. So it is necessary to adopt relevant regulations in order to define and regulate the role of project participants clearly.

도시계획 > 도시계획일반 > 제도 본 연구에서는 현재 추진되고 있는 인천대 이전사업 및 도화구역 도시개발사업, 전주 35사단 이전 및 부지개발사업, 구로구 영등포 교정시설 이전사업을 사례로 기부대양여사업의 추진체계 및 특징을 살펴보았다. 연구를 통해, 이전되는 공공시설물의 성격에 따라 지역갈등이 심화되고, 설계변경에 따른 사업비 증가로 민간사업자의 부담이 증가되며, 부동산 및 금융 시장 여건변화에 따라 사업성이 변화한다는 등의 문제점을 살펴보았다. 이러한 기부대양여사업의 문제점을 해결하기 위해서는 주민협의체 구성을 통한 공감대 형성으로 지역갈등을 최소화하고, 적정개발규모의 산정을 위한 설계지침 및 심의기구를 마련하여 과도한 설계변경에 따른 사업비 상승을 억제할 것을 제안하였다.
