통계청의 발표에 따르면 2017년 합계출산율이 1.17명으로 OECD국가 중 최하위를 차지하고 있다. 이러한 현상은 단기적인 현상이 아닌 1980년대 중반 이후 합계출산율이 계속적으로 2.0명 이하로 초저출산 국가를 유지하고 있다. 이러한 만큼 현재 태어나는 아이 한 명 한 명은 사회적으로 더욱 중요하며, 우리가 지켜야 할 소중한 미래이다. 교육부는 학생들의 학교폭력과 범죄 예방을 위하여 CPTED 시범사업을 2013년부터 시범사업 개념으로 진행하고 있다. 본 연구는 이러한 학교 CPTED 사업을 분석하여 학교 CPTED 적용 방향과 효과를 확인하고자 한다. 연구방법으로 CPTED 사업의 추진 절차를 확인하고, 사업을 진행한 학교에서 추진하고자 했던 사업의 주요 내용을 확인했다. 이후 학교폭력 실태조사 결과를 비교하고, 담당선생님들을 대상으로 설문을 진행하여 정성적 결과를 확인했다. 그 결과 학교에서 주로 희망하는 사업으로 CCTV 정비 등이 약 20%로 가장 많은 비중을 차지하고 있는 것으로 확인됐고, 학교폭력과 관련한 효과로는 CPTED 시범사업을 진행한 학교에서 일부 효과가 있는 것으로 확인할 수 있었다. 또한 선생님들의 설문 결과 78% 이상이 사업효과 있는 것으로 응답했고 82%가 사업을 하지 않은 학교에 필요한 것으로 응답했다. 이와 같이 사업의 효과는 긍정적인 것으로 확인했으나, 사업이 전체적으로 CCTV, 담장과 같은 일부 내용에 치중되는 결과를 확인 할 수 있었다. 향후 학교에 적합한 사업을 추가로 개발할 필요가 있으며, 사업을 구체적으로 추진하는 선생님들에 대한 인식확대가 필요할 것이다. |

According to data from Statistics Korea in 2017, total fertility rate is 1.17. And Korea ranks lowest among OECD countries. This phenomenon is not short-term phenomenon. And total fertility rate has continued to be 2.0 or below since the mid-1980s, which has kept Korea a lowest-low fertility country. Accordingly, every baby born at present is socially more important, and is precious future that we should protect. From this point of view, Ministry of Education has carried out CPTED pilot project for students' school violence and crime prevention as pilot project concept since 2013. This study is intended to check school CPTED application direction and effect by analyzing this school CPTED project. With regard to research method, this study checked the procedure for pushing forward CPTED project, and checked the main contents of project that the school carrying out the project intended to push forward. After that time, this study compared the results of survey of the current status of school violence, and checked the qualitative results after surveying teachers in charge of this project. it was possible to verify the results where disproportionate emphasis was laid on some contents of project such as CCTV and wall in general. In the future, it will be necessary to additionally develop a project suitable for school and to extend awareness in teachers who specifically push forward the project. |
