이 연구는 국외에서 민간자율규제로 시작된 RE100이 국내에서 제도화되고 있는 과정을 모니터링 함으로서, 향후 정책우선순위 선정에 참고자료로 활용하기 위해 수행하였다. 분석결과는 다음과 같다. 첫째, 재생에너지 관련 국가제도 이슈에서, 국내 RE100이 제도화 되는 과정에서 만들어진 녹색프리미엄제도가 RE100이 추구하는 초기 의도와 부합하는지에 대한 논의가 충분히 이루어져야 한다. 둘째, 에너지관련 글로컬 이슈는, 글로벌 RE100에 대응하기 위해서는 민간 에너지 활성화 제도마련을통해 유인 구조를 제공해 주는 방안이 필요이다. 셋째, ESG관련 기업이슈는, RE100과 관련된 인증및 사후관리체계에 대한 명확한 기준설정 및 감시체계가 필요함을 확인하였다. 이 연구는 RE100에관한 기초연구로서 국내 초기 정책형성 단계에서 주요 이슈파악과 대응 전략수립의 정책우선순위를파악하였다는데 의의가 있다. |

This study purpose for monitoring the process of institutionalization of RE100, which started as a private self-regulation in abroad, and to use it as a reference for selecting policy priorities. The analysis results are as follows. First, in the issue of the national system related to renewable energy, it is necessary to sufficiently discuss whether the green premium system created in the process of institutionalizing the domestic RE100 is consistent with the initial intention pursued by the RE100. Second, for energy-related glocal issues, in order to respond to the global RE100, it is necessary to provide an incentive structure through the establishment of a private energy revitalization system. Third, for ESG-related corporate issues, it was confirmed that a clear standard setting and monitoring system for the RE100-related certification and follow-up management system was necessary. This study, as a basic study on RE100, was attempted to identify key issues in the early stages of domestic policy formation and to identify policy priorities. |
