설계공모는 공공건축물의 질을 확보하기 위하여 반드시 필요한 사항으로 제기되어 왔고, 2014년 6월부터는 「건축서비스산업진흥법」에 따라 일정 규모 이상의 공공건축물 설계발주는 설계공모를 의무적으로 적용하도록 강화되었다. 본 연구는 「건축서비스산업진흥법」 시행 이후 건축 설계공모가 어떻게 운영되고 있는지 실태를 파악하고, 향후 제도개선을 위한 시사점을 도출하는 것을 목적으로 한다. 본 연구에서는 2015년 1월부터 2019년 6월까지 공고된 사업을 대상으로 설계공모방식의 적용 특성과 설계공모 운영지침 준수 현황을 분석하였다. 설계공모방식의 적용 특성을 분석하기 위하여 발주시기, 사업규모, 건축물용도, 설계공모방식, 발주기관 유형을 분석의 단위로 설정하고 분석단위별 특징과 상관관계를 조사하였다. 또한, 설계공모 운영지침 준수 현황을 분석하기 위하여 설계공모기간, 제출물의 형식과 규격, 심사위원 명단 사전공개, 공모비용 보상의 4개 항목에 대하여 발주기관별, 설계비 규모별, 연도별 준수실태와 특성을 조사하였다. 분석 결과, 제안공모방식은 지속적인 증가하고 있으나, 학교시설 등에서 명확한 제안요청 과제를 제시하지 않은 경우가 많은 것을 확인하였다. 또한 심사위원 명단 공개와 공모비용 보상에 관한 규정의 준수율이 매우 낮은 점도 확인하였다. 이를 개선하기 위하여 제안공모방식에서 적절한 제안요청과제 채택을 유도할 수 있도록 하기 위한 방안과 설계공모 지침의 준수 비율을 높이기 위한 절차 및 모니터링 강화 방안을 제시하였다. |

The purpose of this study is to understand how the architectural design competition has been operated since the enforcement of the act on
the promotion of building service industry and to draw implications for future system improvement. In this study, 2,083 projects announced
from January 2015 to June 2019 were analyzed for the application characteristics of the design competition method and the compliance status
of the design competition operation guidelines. In order to analyze the application characteristics of the design competition method, the order
time, the size of the project, the use of the building, the design competition method, and the type of ordering agency were set as units of
analysis, and the correlation was investigated. In addition, the status and characteristics of compliance with the design competition operation
guidelines were investigated for four items: design competition period, format and specification of submissions, list of judges, and
compensation for public offering costs. As a result of the analysis, the proposal competition is continuously increasing, but school facilities
often do not present clear proposal request tasks. It was also confirmed that it was very low that the compliance rate with the regulations on
disclosure of the list of judges and compensation for public offering costs. Based on the above, we proposed the necessity of inducing the
adoption of appropriate proposal request tasks consistent with the purpose of introducing the proposal competition method and the need to
strengthen procedures and monitoring to improve the compliance ratio of design competition guidelines. |
