본 연구의 목적은 통합 창원시의 도시재생사업을 분석하여 창원시 도시재생사업의 실태를 파악하고 지금까지 진행된 사업의 성격과 연도별, 행정구역별 사업추진 실태를 파악하기 위함 이다. 이를 위한 본 연구의 방법은 도시재생 관련 서적과 학위논문 및 학술지, 창원시 도시재생사업에 관한 각종 연구보고서 등 다양한 문헌을 고찰에 활용하였다. 본 연구 대상지는 통합된 창원시로, 시간적 범위는 마산과 진해, 창원시가 하나의 도시로 통합된 이후 통합 창원시에서 진행된 도시재생 관련 사업을 선정하였다. 본 연구의 공간적 범위는 통합된 창원시의 도시재생사업들 중 국토교통부와 농림축산식품부, 해양수산부에서 추진되었던 도시재생 관련 사업들을 선정하였다. 즉 국토교통부의 도시재생사업 중 도시재생 선도사업, 도시활력증진사업, 취약지구 생활개선사업, 도시재생 뉴딜사업을, 농림축산식품부는 일반농산어촌개발사업을, 해양수산부는 어촌뉴딜사업을 중심으로 하여 살펴보고자 하였다. 창원시에서 진행한 다양한 도시재생사업을 조사하여 정부 부처별 사업유형을 구분하고, 사업별 연차추진현황과 사업이 진행된 행정구역별 현황, 사업의 유형별 현황을 구분하였다. 이렇게 구분한 요소들을 통해 실제 창원시에서 시행된 사업의 실태를 파악하여 창원시 도시재생사업의 문제점을 도출하고자 하였다. 본 연구는 10년간 창원시에서 진행된 부처별 도시재생 사업지구인 30개소에 수립된 사업계획 및 사업 현황카드에 내용을 분석하기 위해 문헌고찰을 통한 내용분석(Contents Analysis)을 실시하였다 수집된 부처별 도시재생사업 내용에 대해 분류는 이론적 고찰에 제시된 표의 부처별 기능별 사업 및 시행가이드라인을 참고하여 7개의 포괄적 기능별 유형구분 틀을 마련하였다. 전체 사업은 Excel로 창원시에서 진행되고 있는 도시재생 사업의 기능별 세부사업을 전수조사를 통해 코딩과정을 거쳤다. 이러한 과정을 거쳐 최근 10년간의 사업내용과 지역별, 사업성격별 세부적인 분류를 시도하였다. 이러한 자료는 SPSS(VER.24) 통계패키지를 통해 빈도분석을 실시하였다. 개 기능별 유형별로 사업별 빈도, 사업내용에 대한 빈도, 행정구역별 빈도, 연도별 사업내용에 대한 빈도 분석을 실시하였다. 이러한 분석을 통해 30개 사업추진지구에서 추진 중인 사업내용에 대한 경향과 추세를 제시하고 향후 사업추진방향에 대한 시사점을 도출하고자 하였다. |

The purpose of this study is to analyze actually practical all urban regeneration projects Ministry of Land, Infrastructure and Transport, Ministry of Agriculture, Food and Rural Affairs, Ministry of Oceans and Fisheries related to Changwon City for 10 years, and to research corelation and similarity , to study way of integration of them, This study conducted Contents Analysis through literature review to analyze the contents of the business plan and business status cards established at 30 urban regeneration business districts in Changwon City for 10 years. The geographical scope of this study was limited to Changwon City after after 2010 administratively integrated,(Masan, Jinhae, and Changwon were integrated into one city in 2010). Various urban regeneration projects conducted in Changwon were investigated to distinguish between the types of projects by government departments, the status of annual promotion by project, the status of administrative districts, and the status of projects. Through these distinguished factors, it was intended to identify the actual status, derive problems of all urban regeneration projects implemented in Changwon City. The types of urban regeneration projects were classified through a coding process with Excel software by conducting a complete investigation of the detailed urban regeneration projects in Changwon City, and to establish seven comprehensive functional type classification frameworks. These data were analyzed for frequency through SPSS (VER.24) statistical package.
The results of this study are as follows. First, in order to systematically and balanced the urban regeneration project through the state-funded public offering, a strategy to respond in advance to the government's policy direction such as integrated management through the reorganization of the Changwon City administrative organization and collaboration of various stakeholders is required. Also, Projects with high similarity, such as the project to improve living conditions in vulnerable areas, carried out simultaneously by the Ministry of Land, Infrastructure and Transport and the Ministry of Agriculture, Food and Rural Affairs, require project integration and unification of the Changwon Ciy administrative organization in consideration of the efficiency of project implementation. |
