¿ä¾à2 The proliferation of public buildings with service lives exceeding two decades has engendered an acute necessity for systematic maintenance protocols. Contemporary maintenance paradigms for these critical public assets are frequently characterized by insufficient awareness of their long-term strategic value and are typically administered by personnel lacking specialized expertise, thereby resulting in cursory supervision and the systematic omission of essential maintenance interventions. This investigation addresses these institutional deficiencies through the development of a comprehensive maintenance management framework. The proposed system is engineered to maintain detailed records of building repair chronologies, provide precise spatial identification of maintenance interventions, enable transparent budgetary calculations with full accountability, and ensure optimal execution of repair operations coupled with effective cost control mechanisms. The system¡¯s architectural foundation incorporates Building Information Modeling(BIM) as a fundamental component. For extant public buildings, this necessitates the conversion of legacy two-dimensional technical drawings into information-rich three-dimensional models, supplemented with comprehensive maintenance histories. For contemporary structures originally designed using BIM methodologies, the as-built models constitute the primary data repository. The research objective centers on establishing a BIM-integrated maintenance management paradigm that facilitates proactive maintenance planning, enables precise budgetary forecasting, and supports comprehensive maintenance history documentation, with particular emphasis on specific repair requirements and historical precedents during budgetary allocation phases. This methodology is anticipated to enhance the operational longevity, structural safety, and economic efficiency of public building management systems, thereby providing substantial benefits to the communities these facilities serve.
